Two tools are available for decoding/encoding the WA YRQ codes.
lccWAYRQTranslatorGUI (Window version)
was created to decode/encode WA (Washington) YRQ (year/quarter) codes from a GUI (graphical user interface, aka Window) and is meant to be used by a user.
lccWAYRQTranslator (command line version)
was created to decode/encode WA (Washington) YRQ (year/quarter) codes from a command line. It works nicely in batch files, other command line processes.
