The lccLetsTalk application is a combination bulletin board, blog, resource distribution tool. It allows a site to post subjects for users to discuss, moderation of responses, and providing of resources (i.e. files, links).
Network users: utilize LDAP for authentication
Non-network users: stored in the programs database, with MD5 hash on account passwords

lccLetsTalk is built to allow users to share messages (posts) and resources. These
posts/resources are placed into Topics. Topics are contained within categories.
Categories are contained within Sites.
